The Facilities/Utilities Engineer is responsible for the safe and efficient operation and maintenance of the sites Facilities/Utilities section to HSE, HPRA, IMB and FDA standards.



  • Support the site Technical Services Department by ensuring that the Facility and Utilities are available as required.
  • Ensure that the Facility fabric and Utility systems are maintained to the required cGMP standards.
  • Organisation and management of the Facilities/Utilities function, which may include the following services;

 Facilities – Canteen Maintenance, Cleaning, Reception, Security, CCTV, Intruder Alarm, Access Control, Pest Control, Building Maintenance, Roof Maintenance, Lifts, Landscaping, Fume Cupboards, Stability Cabinets, , Fire Protection (Sprinklers, Fire Alarm, Fire Extinguishers, Fire Blankets, Fire Hoses, Fire Doors), Insurance Systems,


Utilities – FMS, BMS, Purified Water, Lab Purified Water, Pure Steam Generators, E-Showers/Eyewash, Neutralisation, Foul system, Oil Separators, Cold Water, Domestic Hot Water, Process Hot Water, Low Pressure Hot Water, Chillers, Chilled Water, Boilers, Steam, Gas, Electricity, Emergency Lighting, Lightning Protection, HVAC, Compressed Air, Dust Collectors


  • Manager all Electrical Services on Hospital sites.
  • Manage and Control of all Facility/Utility contractors working on site.
  • Definition of all Facility outsourced scopes of works
  • Set up, control and continuously improve planned preventative maintenance systems for all the site’s Facility and Utility equipment.
  • Identification of Best in Class practices and implementation of these, in order to deliver performance improvements and/or cost savings.
  • Operate planned and unplanned maintenance systems as defined in Engineering Department procedures.  Implement procedures for new equipment as required.
  • Maintain effective stock control of spare parts and consumables for Facility and Utility equipment.
  • Plan and implement shutdown Facility/Utilities activities and have required documentation available in a timely manner.
  • Review, control and archiving of engineering reports.
  • Maintenance and Control of all site Facilities/Utilities Operational Budgets
  • Technical Support for trouble shooting and operational improvements on site Facility/Utilities as required.
  • Control and update procedures for all site Facilities/Utilities
  • Ensure that all Maintenance Technicians are adequately trained in the test methods and procedures that they will be required to follow in the performance of their duties.
  • Site Energy Lead, Control of the company’s Energy Monitoring and Management programme. Monitor site service demands, e.g. electricity, gas, water etc, and institute conservation measures to control and minimise waste.
  • Support Engineering Projects, Validation, Warehouse, QC, QA and other departments on all Facilities/Utilities Projects/Issues.
  • Project work with regard to specification, scope definition, budget preparation, detailed engineering design, purchasing, inspection, validation, installation and commissioning of all new machinery and buildings.
  • Drive continuous improvement program {RFT) for Facility/Utility processes.
  • Responsible for site insurance compliance, Control and monitor safe working practices including pressure vessels, boilers, calorifiers, etc
  • Encourage and participate actively in teamwork and integration within Engineering Department and most importantly with Production and QA.
  • Participate in risk assessments, inspections, audits, incident investigations, etc, and implement and follow-up related CAPA’s.
  • Lead Deviation investigations within the department. Use lean six sigma tools to drive root cause analysis and CAPA completion
  • To ensure compliance with Safety, Quality, Environmental Regulatory and Corporate requirements.
  • Support safety and environmental programmes.  Adhere to safe working practices as set out in the Safety Statement and other company safety rules.
  • Qualification of equipment and product contact utilities



  • A recognized third level engineering qualification to Degree level or higher.



  • Extensive Facility/Utilities experience in a leadership role.
  • Minimum of 6 years’ experience in a Hospital, pharmaceutical or medical device environment.
  • Experience in application of structured problem solving tools and lean six sigma methods.


  • Ability to lead & motivate multi-skilled maintenance technicians.
  • Ability to communicate with site management, production and quality personnel.
  • In depth understanding of Facilities/Utilities equipment, mechanical, electrical & controls.
  • Knowledge of safety standard, hazards and appropriate precautions applicable to maintenance work.
  • In depth understanding of computerised maintenance management systems.
  • Must be capable of working on own initiative, without close supervision
  • Good priority setting skills, and the ability to deal with multiple tasks
  • Good problem solving skills, report writing, good communicator, self-directed
